This paper discusses the nature of violence in Iraq. It argues the violence is decentralized and often targeted arbitrarily. To resolve the conflict, Iraqi political institutions necessitate legitimization and rehabilitation, the authors argue. According to them, this can however not be accomplished without international assistance from countries such as China, Russia, Syria and Iran.
