This paper discusses the development of Australia's security and defense policy before the backdrop of a changing strategic environment in its closer and wider neighborhood. It discusses how this strategic environment has and will shape Australia's force structure, takes a look at non-offensive defense theory and makes the case for a non-provocative defense posture. The author argues that one of the major challenges for Australian foreign policy is to avoid a breach between the US and China, which would force Australia to choose between them.
