This policy brief sets out the different interpretations of "public works" and the implications of this diversity for social protection programming. The author outlines the wider range of programs implemented under the broad description of "public works". He provides a framework for a more systematic and insightful engagement with public works programs (PWP), which links the different forms of PWP to likely social protection outcomes in differing labor market contexts.
