This paper examines the conflict in Sri Lanka and how both sides, the government and the Liberation Tigers of Tamil Eelam (LTTE), continue to employ tactics that perpetuate violence. It reviews both actors to the conflict, their strategies, and mulls a role for India. The author is skeptical of a military solution, since the end of the LTTE does not spell an end to the conflict, but recognizes that a political solution is a distant prospect.
