This brief reviews the origins of the Mumbai terrorist attacks in November 2008 and makes recommendations to mitigate the impact of future attacks. The author draws from the experiences of the police in Jammu and Kashmir and argues that a decentralized approach to dealing with terrorism is preferable to creating a national anti-terrorism organization. This entails modernizing the capabilities of first responders, such as the police, and setting up special operations groups and special investigations teams to both prevent and react to future attacks.
