This paper describes the Community Area-Based Approach (CABDA) to agricultural development. This NGO program, initiated 15 years ago and piloted in Ethiopia, Uganda and Malawi, addresses the problem of short- and long-term food shortages across Africa. The paper outlines the program's main elements, its impact and key constraints.
