This paper discusses the efficiency of short- and long-term public works programs (PWPs) to reduce chronic poverty. It explains that creating productive assets is costly in terms of technical design, supervision, materials and equipment, and the threat of elite capture is pervasive. The authors conclude that the cost effectiveness of PWPs requires urgent assessment.
