This publication concentrates on the institutional characteristics of civil-military relations in the EU. The individual chapters include discussions on redefining the civil-military balance in Germany, Romania and the UK; parliamentary practice in defense and security; the role of public opinion and the media in civil-military relations; resource allocation and management; and finally, designing a comprehensive security policy for Europe.
