This brief examines which countries the Millennium Challenge Corporation (MCC) Board is most likely to select in FY2009. Following the introduction, the second section examines the low-income country group, the third analyzes the lower-middle-income country group, the fourth examines the threshold country program, and the fifth provides concluding comments.
