This paper discusses European development cooperation in the first decade of the 21st century. It sets out the agenda facing Europe in six different areas: the development landscape to 2010; Europe in the world; trade; development and humanitarian aid; politics and partnership; and the architecture of development cooperation. The author then introduces a scenario planning exercise which identifies two key drivers of European development cooperation, namely the depth of commitment to coherence and the degree of commitment to the UN Millennium Development Goals. The paper outlines the need for a structured discussion of options within Europe and with developing country partners.
