This paper discusses the influence that institutions and government policies have on forest dwellers' livelihoods in India. It focuses on how these factors have affected forest dwellers' livelihoods based on the collection of non-timber forest products (NTFPs) during the last 30 years in the eastern coastal state of Orissa. The paper then suggests policy measures to help improving forest dwellers’ access to and income from NTFPs.
