This paper presents the implementation results of policy changes analysis of the Smallholder Dairy Project (SDP) in Kenya. It reviews the policy and institutional changes that occurred in the dairy sector during the lifetime of SDP and examines how and why these changes came about. Its research results pinpoint a basic problem in dairy development in Kenya: the need to recognize and develop the informal sector that markets the vast majority of milk in Kenya. It uses an approach called the Research and Policy in Development Outcome Assessment (RAPID) which combines elements from three well-established methodologies.
