In light of high global food prices and low farmers' incomes, this essay addresses the Purchase for Progress (P4P) initiative, which implies the following: rather than import food aid from the US or Europe, the World Food Programme (WFP) purchases food commodities from local farmers to distribute within the same country or region. The author questions some of the assumptions of the P4P and suggests that the WFP measure its impact to identify the conditions under which it works.
