This publication presents the results of a case study on livestock service reform in Kenya. The authors explore the reasons why policymakers have been slow to respond and implement some of the successful approaches adopted throughout arid and semi-arid parts of Kenya. The study explores the causes for the disconnect between the research and policy spheres by asking why some ideas are picked up and acted on while others are not. The authors conclude the relationship between three factors to be significant: political context, credibility of evidence and the links between policymakers and researchers.
