This publication addresses policy shifts in the international humanitarian sector, particularly the humanitarian agencies' move toward more accountability as well as the improved performance in humanitarian response. The author discusses the Sphere project launched in 1996 as a key policy initiative associated with these policy shifts. This case study explores the process that led up to this policy initiative and how buy-in and ownership were achieved during the first year of Sphere’s existence in order to learn more about the linkages between research and policy.
