This paper discusses the initiative and related factors contributing to the adoption of the Poverty Reduction Strategy (PSRP) in 1999. The author analyzes the linkages between development research, policy and practice. Her findings conclude that the readiness to adopt the PSRP by the International Monetary Fund and World Bank was largely due to the level of shared ownership and involvement felt among management, staff and policymakers.
