The paper addresses misconduct and corruption by politicians and bureaucrats in Japan and South Korea and the resulting dissatisfaction of citizens over their governments. While dealing with misconduct, the author also explores the interplay of various interest groups and claims that the source of low satisfaction of citizens with politics lies in politics itself. The paper tests the influence of economic performance and social capital on how citizens perceive their governments and finds that in Japan neither of them has much relevance.
