This paper addresses the questions of how the end of the Cold War and the on-going regional dynamics of rapid socio-economic changes are shaping and affecting the foreign policy agenda and institution-building in northeast Asia. The author proposes an approach that may be characterized as 'syncretistic,' as it aims to combine research traditions of field observation and participatory analysis, applying both to a Korean case study. The study argues that building an East Asian regional order will be an act of institutionalization at the highest order.
