The focus of this paper is the question of the limits of traditional crisis management and approaches to crisis preparation and crisis responses in the case of critical infrastructure breakdowns. It approaches the issue of critical infrastructure breakdowns from different angles, exploring related problems of crisis management as well as the specific challenges existing in the public sector.
