This paper is a survey of the practice of performance-based public expenditure management in low income developing countries. It is based on seven country case- studies, and compares and contrasts the experience of these countries in order to try and identify factors conducive to performance budgeting. While varying from country to country, it is argued that it is the lack of demand for evidence on results with which to hold governments to account that is hindering progress.
