This study looks in depth at all aspects of the performance management cycle, examining current public sector practices in Uganda. Both the national and local government levels are analyzed. The study examines the results-orientation of planning and budgeting and the actual delivery of services in four key sectors - health, education, roads and agriculture. From the experience of Uganda it is discovered that results-based frameworks can add value and lead to improved decision making at most levels of government. Even if performance management systems in a country are not all consistent, they should nevertheless be encouraged.
