This study focuses on the practice of results-orientation in public expenditure management in Mali. The authors look in particular at the Ministry of Finance and budgetary issues of concern and highlight the negative consequences of prematurely implementing program budgeting in a complex financial system before adequate training is given. It is argued that results-oriented management in the Malian ministries will only be effective if the ministers themselves have increased powers for managing their budgets and are able to adjust them to deal with any difficulties that arise during their execution.
