This study examines the results-oriented public expenditure management systems in place in Ghana. The author explores whether such systems can deliver results, especially concerning the poverty reduction targets pledged by the government. The issue of whether it is possible to turn political intentions into outcomes within the current public expenditure management system in Ghana is also reviewed, as the many efforts to reform it have failed to overcome procedural inertia and a persistent culture of non-performance and non-accountability in the public sector.
