This report addresses the question of whether visa freedom between Russia and the EU is a realistic scenario. It examines the visa practices in order to ascertain to what extent they are adequate for the challenges of the time. It analyzes the problems that would have to be tackled if the task of introducing visa freedom were to be placed on the actual policy agenda. The author argues that further liberalization of the visa regime would be appropriate, while declarations about visa freedom should be replaced with practical thinking regarding the implementation of this goal.
