This publication examines the transnational transmission and circulation of norms in the war on terror at the global level. The author demonstrates how complex and challenging it is to map the international bodies involved in the fight against terrorism and traces the genesis of these international norms. To do so, the author provides an account of a specific international experts group and examines the nature and reach of some of the best practices against transnational crime.
