This paper discusses the evolution of Japan's 'Northern Territories' policy. The Northern Territories, four small islands north of Japan, are territories the Soviet Union seized in WWII, but which Japan makes a territorial claim. The author notes that the dispute is the chief impediment to Japan and Russia signing a post-war peace treaty. It explores the issue from both a structural and a normative perspective.
