This paper explores the policy-making processes of North Korea's Ministry of Foreign Affairs. It argues that directly or indirectly, Kim Jong Il approves all of Pyongyang's foreign policies. This results in a rigid bureaucracy, slow to react to external crises and inclined to provocative mannerisms.
