This paper assesses the efficiency of community-oriented financial intermediaries and investigates credit cooperatives in the Philippines. It reviews three aspects of small-scale, local credit schemes: market conditions, agency costs and gender governance. The authors conclude that of the three, gender is most salient. Women empowered by credit tend to manage monies better than their male counterparts.
