This paper provides a political explanation for the occurrence of ecological catastrophes in late 1990s Indonesia. The author notes that in 1997 and 1998, Indonesia suffered devastating forest forest fires, themselves a consequence of a severe drought brought on by El Niño. It argues that the neo-patrimonial nature of the Indonesian polity under Suharto turned ecological irregularities into unmitigated disasters.
