This paper argues that Uganda has achieved differential forms of success in the political and economic spheres. It shows that politically, more progress has been made in mobilizing mass participation than in institutionalizing political competition. In terms of economics, the opposite is true: Ugandans feel that they have not participated in the economy's recent growth. Thus, for different reasons, democratization and market reform in Uganda remain incomplete.
