This paper uses survey findings, supplemented by the reports of monitors and official referendum results, to answer why the political status quo - namely the movement system of government - was endorsed so resoundingly by voters in Uganda's 2000 referendum. The authors show that in that year, many Ugandans were ready to consider political change.
