This report is based on a 1999 survey conducted in Lesotho to analyze the public perceptions and opinions with regards to democratic reform and governance. The report begins with the country background to provide context to the implications. It then uses survey findings to explain the consolidation of democracy, state legitimacy, government performance and citizenship in Lesotho. The report recognizes that there is a need to look at how Lesotho can defuse tensions brought by political differences. It concludes with suggestions for a plan to increase participation and government accountability.
