This report summarizes findings of a 1999 national public opinion survey on attitudes toward democracy, governance and economic reforms in Zambia. The survey was part of a 12 country exploration of citizens’ attitudes to democracy and governance in Africa. The report offers a background, surveys of general findings, and concludes with specific survey findings on the topic of democracy. The report concludes that although Zambians are supportive of 'democracy as a value,' their participation in 'democracy as a system' is low.
