This report details patterns of public opinion in Tanzania and explores how they differ from survey findings in 11 other African countries. The authors discuss three main paradoxes on the topics of: economic reform and democratic participation; interest and political participation; and perceptions of corruption and trust in public institutions. They conclude with two different interpretations of how these divergent opinions can be reconciled.
