This paper argues for the need to move from the conventional measure of Official Development Assistance (ODA) to the construction of clearer benchmarks for resources and results that concur to 21st century international development. The authors describe shifts in the objectives of ODA over time, and conclude that it is time to put the concept itself to bed - in favor of what they propose should be called 'Global Policy Finance.'
