This report presents the findings of a second round of surveys conducted in Uganda in 2002. It places the results in a comparative perspective with respect to the public’s state of mind two years previously and with regard to other countries in Africa. The authors give an overview of their findings and discuss the role of leadership institutions, identity, legitimacy and perceptions of the rule of law. The report concludes with an analysis of the survey results in the context of Uganda and future implications.
