This report looks at evidence from a 2002 Afrobarometer survey carried out in 10 provinces in Mozambique. It organizes survey results to look at key issues, including the level of citizen empowerment and the legitimacy and effectiveness of the state. The report concludes that while there is a way to go and the country faces numerous problems, the public generally perceives progress in Mozambique's path toward democracy.
