This report examines whether marginalization can be a potential force of political protest toward greater equity in Africa, via a more development-orientated state. The author uses Robert Cox’s theory of transformation and survey data from Afrobarometer Round 1, conducted from 1999-2000. The results disprove the assumption that marginalized people will serve as a potential source of transformation 'from below.' The author argues that since marginalized groups are excluded from the dominant economic mode of production and face numerous daily struggles, it is difficult for them to mobilize or organize for political transformation.
