This paper discusses the environmental policy process in the Himalayan-Hindu Kush (HKH) region. The authors argue that there are many analytical tools to understand environmental policymaking. They introduce the notion of 'warrants,' which combines four elements – the claim, the position of the warrant maker, its audience and the warrant outcome. The paper evaluates the usefulness of warrants to better understand and improve the negotiation process in environmental policymaking. It concludes with an illustration of policymaking in the Himalayan region and the proposals of elements for future research.
