This paper discusses how to effectively implement Clean Development Mechanism (CDM) projects in China. The author examines major CDM capacity building projects with bilateral and multilateral donors in China, the treatment of low-cost, non-priority CDM projects, and how a system for application, approval and implementation of CDM projects is to be set up in China. He also argues that lessons learned from the CDM project in Inner Mongolia and the Prototype Carbon Fund (PCF) projects, posit China to take advantage of CDM opportunities.
