This paper examines the American military presence in the Philippines in 2002. The author suggests that the US' persisting contradictory positions relate to the manner in which American colonial rule is remembered by the actors involved in the Balikatan debate. He also argues that the relationship between the national and local states in the post-war period had an effect.
