This paper examines alternative methods of benchmarking the efficiency of electric companies to help regulators craft policies for more efficient production. The author uses data from 119 electric cooperatives (ECs) in the Philippines, between 1999 and 2000. The paper investigates the characteristics of the ECs' cost function and calculates the efficiency and productivity scores for each firm.
