In this working paper the authors argue for the necessity of making the re-skilling of manufacturing work an essential part of industrial upgrading strategies. The development of new networks of mass production is increasing with the trend toward complex, vertically integrated production facilities in low-cost countries. However, the upgrading of the labor process is somewhat neglected and the authors suggest an integrated perspective is needed on the economics, organization and politics of technology development within the context of vertically specialized global production systems.
