This paper analyzes the feasibility of energy cooperation in Northeast Asia. It evaluates building a power grid interconnection between South Korea and the Russian Far East to provide new sites to build power facilities and meet the need for increased electricity supplies. The authors address electricity market structures and the prospects for electric power industry restructuring in both countries. They look at the challenges for the governments involved and the obstacles anticipated in moving this project forward. They argue that while there are many technical issues that need to be resolved, the challenge lies in financing such a project.
