This paper describes fertility trends in Japan and analyzes the causes and implications of the baby bust after 1973. The authors discuss government efforts to raise fertility and highlight marital, celibacy and population growth trends in relation to economics and education. The paper provides reasons why government efforts to raise fertility have not been effective and suggests additional steps to take.
