This paper examines the history of Japan's economy in the context of its economic and political institutions. The authors provide an overview of the theory of institutions and institutional change. They examine underlying assumptions of calls for institutional change during the first decade of the 21st century. The paper addresses why reforms have not been achieved in Japan, arguing that conventional wisdom has been too simplistic in its portrayals of determining institutional change in Japan.
