This brief examines key questions related to the concept of failing states in South Asia. The author examines the particular difficulties faced by South Asian states, given colonial legacies and difficulties in building states and nations in the post-colonial period. The author argues that most South Asian states are still a 'work in progress' and therefore should not be judged according to failed state indexes that have at their core an assumption of 'state completeness.'
