Why did the talks over Syria breakdown between the US, UK and Russia in October 2016? According to this brief, the fragile Russian-Western collaboration that existed from 2015 to 2016 initially broke down because of attacks against Syrian Army positions and a UN aid convoy. The tensions these assaults created were then aggravated by 1) the ‘blame game’ Moscow, Washington and London played against each other; 2) the anti-Western political discourse within Russia; and 3) the continued depiction of the Putin regime as a rule-breaker by the US and UK.
