This paper explores how democracy-promoting aid impacts democratic development in Africa, particularly in the cases of countries recovering from violent conflict and those that face low human development. In the latter two instances, the paper’s authors conclude that formal institutional reforms don’t have enough “oomph” to advance democratic development just by themselves. Instead, democracy-related aid must also focus on building informal democratic processes and norms.
