This brief explains why David Cameron lost the EU referendum battle and highlights the large-scale challenges his successor, Theresa May, now faces in implementing the UK’s Brexit decision. The problems include 1) Scotland and Northern Ireland, who voted to remain in the EU and may now complicate PM May’s plans, and 2) a suspicious Brussels that may extend few special favors to the UK.
